Installing custom plugin

I have a custom plugin that I am trying to use in DEWEsoft X3. To install, I simply copy it into C:\Program Files (x86)\DEWESoft\Bin\X3\Addons. When I run DEWEsoft as Administrator, I can see and enable my plugin on the Manage Extensions dialog. As long as I run as Administrator, my plugin visible and working. However, if I run DEWEsoft w/out "as Administrator", my plugin is no longer visible anywhere within DEWEsoft. How can I make my plugin visible without running "as Administrator"?
